Fiscal deficit to hit 6.2 percent in 2016 – Economist

Some economists have predicted that Ghana will end this year (2016), with a budget deficit of 6 percent to GDP.
They contend that the increased expenditure by government without an equal increase in revenue will cause a distortion to government’s budget deficit target for the year.“Per the projections, we are supposed to end the year with a fiscal deficit of 5.3 percent of GDP; but in my estimation, we will not be able to achieve that by the end of the year. The fiscal deficit target to GDP will be hovering around 6 – 6.3 percent of GDP,” Chief Economist for the Institute of Certified Economists Ghana, Daniel Anim told Citi Business News.
Government is projecting to end the year with a budget deficit of 5.3 percent.
But provisional figures released by the Finance Ministry indicates that the country recorded a budget deficit of 1.7 billion cedis more than anticipated for January to July this year.
Between the period, total revenue and grants were 11 percent lower than the projected.
Government had estimated to accrue about 21 billion cedis but ended up accruing about 18.6 billion cedis.
Also, domestic revenue accrued during the period amounted to an estimated 17.5 billion cedis against a projection of 19.9 billion cedis.
In addition, tax revenue amounted to about 15 billion cedis against a target of about 16 billion cedis.
It is however worth to note that government’s expenditure for the period which amounted to 23.28 billion cedis, fell within the target of 23.88 billion cedis.
This also comes despite the fact that government’s capital expenditure increased due to increased infrastructure, that is, 4.11 billion cedis on capital expenditure against a target of 3.43 billion cedis.
However Mr. Daniel Anim explains to Citi Business News the development is less likely to affect investments into the country.
“As much as we will record a deficit around 6-6.2 percent at the end of the fiscal year, that will not deter investors from coming into the country to invest because that is not the only determining variable to induce investments into the country. There are other equally important factors such as good governance, rule of law, strategic position of the country in terms of market accessibility and interest rates.”
The lower revenue mobilization is also an indication of lower crude oil prices as well as weak economic activity where businesses are unable to grow.
This is also expected to affect the economic growth within the first quarter of 2017 when a new government takes over.
Meanwhile Mr. Anim believes the ease in the cost of doing business will propel growth among the industrial sector to be able to expand, pay taxes and culminate in shoring up government’s revenue.
“For emerging economies, it is the industrial sector that becomes the anchor for the growth and development so we are running a system where the cost of doing business is high once they make less profit, they pay less tax and we should find innovative ways to ensure that the cost of operation in the industry is lessened,”

Trump wins presidency in stunning victory

Donald J. Trump will be the 45th president of the United States, the Associated Press projected Wednesday. He will be the first person to hold the office despite having no prior political or military experience.

The Republican nominee’s victory over Hillary Clinton marks a stunning upset that neither the polls nor the pundits saw coming. But Trump, defiant to the end, insisted he would win despite burning bridges with key voting groups and even many Republicans. In winning, Trump upended almost every norm of American politics and apparently changed the shape of the Republican Party.

He spent the final three weeks of his once-unlikely White House bid railing against a “rigged” election, alleging without evidence that voter fraud would be widespread. Trump even hinted at the idea of not conceding the race if he lost, jokingly promising to accept the results of the election “if I win.”

But the brash billionaire also predicted that he would shock the establishment and said his campaign would be “Brexit Plus Plus,” a reference to Britain’s exit from the European Union, which also was not forecast in the polls. And in the end, to borrow one of Trump’s favorite expressions, he did indeed exceed expectations “big league.”

“They all told it wrong from day number one,” Michael Cohen, a longtime Trump adviser and Trump Organization attorney, told Yahoo News.

“America is going to see the change that it deeply needs and they’re going to have a leader a real leader,” Cohen added.

Trump spent the night huddled with family and friends, watching the returns inside the Hilton Hotel in Midtown Manhattan, where one Trump campaign source initially said some allies expected him to lose and were simply hoping he would outperform Mitt Romney’s showing in the 2012 presidential race. But as the night wore on, the Trump team became more optimistic and began to think the celebrity businessman had a chance, based on razor-thin margins in battleground states. After Ohio was called for Trump, the same source predicted that even the Democrats might also be changing their assessments of Trump’s chances.

Trump’s campaign manager, Kellyanne Conway, described a jubilant atmosphere in his war room in a text to Yahoo News before Trump was projected the winner.

“Absolutely buoyant. We can smell the win,” Conway said.

The crowd that waited to see Trump speak in a ballroom at the Hilton cheered each time a state was called for him. (Unsurprisingly, the television monitors at the event were showing Fox News, the cable news network favored by conservatives on which Trump had appeared often.)

“I had hoped for this,” a second Trump campaign source said. “I knew there was a chance for this, but I gave it a 30 percent chance. I thought we would come up just short.”

Polls had widely shown Trump to be an underdog against Clinton, the Democratic nominee who faced a series of questions over her use of a private email server and how her family foundation interacted with the State Department during her tenure as secretary of state. But those polls were apparently wrong.

Shortly before 2 a.m., Clinton campaign chairman John Podesta appeared on stage at the Javits Center in Manhattan, telling Clinton’s supporters that the candidate would not be appearing.

“We’re not going to have anything more to say tonight,” Podesta told the crowd. “We’ll have more to say tomorrow.”

Podesta added: “We are so proud of you, and we are so proud of her.”

Clinton had enjoyed a double-digit lead over Trump in national polls following the presidential debates, but she saw that cushion evaporate after FBI Director James Comey set off a political firestorm 10 days before Election Day. Comey said newly discovered emails related to the investigation were being reviewed, and Trump started predicting that she would be indicted. On Sunday, Comey said a review of those emails did not change his position that Clinton should not face criminal prosecution.

The results indicated that Trump outperformed expectations among working-class whites, forming a coalition of states that few thought possible when the campaign began. Meanwhile, Clinton underperformed among college-educated and young white women.

In the end, Clinton failed to overcome the showman, who gobbled up thousands of hours of free airtime on cable news by making a series of controversial and improbable promises, like a pledge to build a wall along the southern border of the U.S. and a promise to “shut down” Muslim immigration. Trump also stayed in the spotlight by fighting a series of feuds and raging against the media. And despite Clinton’s strong performance in the presidential debates, in which she goaded Trump into gaffes and kept the focus squarely on his shortcomings, she could not translate those performances into votes.

Trump’s election is already sending shock waves through the political system because it signals a repudiation of establishment politicians that, to many voters, the Clintons represent. The property magnate and former “Celebrity Apprentice” host, one of the most unconventional major-party candidates in U.S. history, had vowed to “drain the swamp” of Washington, D.C. He derided many of the leaders he’ll likely now need to work with, such as House Speaker Paul Ryan and many other congressional Republicans.

It also remains to be seen if president-elect Trump will be able to heal the country’s sharp political divisions, some of which were sparked by his campaign.

But the Queens, N.Y.-born Trump, 70, will have to face all of those challenges and more when he is inaugurated in January.

UK halts Facebook’s WhatsApp data dip

Facebook has been told it must not use data gathered from UK WhatsApp users to target ads on its core social network.
The country’s Information Commissioner said she did not believe the firm had obtained valid consent for the move and added that people must be given “ongoing control” over their data.
Elizabeth Denham said that Facebook had agreed to “pause” its rollout but had not met all her demands.
The firm said it was having “detailed conversations” with her office.
“We remain open to working collaboratively to address their questions,” a Facebook spokeswoman said.
She added that the updates “comply with applicable law, and follow the latest guidance from the UK Information Commissioner’s Office”.
“WhatsApp designed its privacy policy and terms update to give users a clear and simple explanation of how the service works, as well as choice over how their data is used.”
The California-based company bought WhatsApp in 2014 and pledged to keep the chat app independent.
However, in August, WhatsApp made changes to its privacy policy, prompting an investigation by the UK watchdog.
“I had concerns that consumers weren’t being properly protected, and it’s fair to say the enquiries my team have made haven’t changed that view,” blogged Elizabeth Denham, the Information Commissioner.
“I don’t think WhatsApp has got valid consent from users to share the information.

“We’ve set out the law clearly to Facebook, and we’re pleased that they’ve agreed to pause using data from UK WhatsApp users for advertisements or product improvement purposes.”

Chinese gun queen remanded

LUCY Tang, the Chinese woman who was allegedly arrested by the police in Kumasi, for possessing four pump action guns, has been remanded into custody.
A Kumasi Circuit Court also issued a bench warrant for the arrest of one Felix Yeboah, an accused person in the case, who was absent in court.
The court, presided over by Justice Mary Senkyere, remanded Lucy on November 4.
Lucy, who would appear before the court on November 10, was charged with possession of firearms and ammunition without lawful excuse, contrary to Section 192 of the criminal and other offences act 29/60.
According to the prosecutor, ACP Okyere Darko, the police trailed the Chinese woman to Ingot Hotel and eventually arrested her with the firearms and ammunition.
He stated that after interrogation, the police charged the Chinese lady with possession of firearms and ammunition without lawful authority and arraigned her before court.
Counsel for the Chinese lady pleaded with the court to grant his client bail, but the court rejected it.

Ghanaian, 22, gunned down in London

James Owusu, a 22-year-old Ghanaian resident in UK, was gunned down in the doorway of his family home in north-west London last week Wednesday.
His family said two men walked casually past the open front door and blasted him three times at close range in front of his mother, Deborah.
She tried in vain to stop the blood coming from wounds to her only son’s side and stomach but he was pronounced dead at the scene.
Mr. Amiah, who runs a shipping firm in Wembley, told the Standard: “He’d been watching the Champions League match at home with his uncle, who was visiting from Ghana, and then went round to see his best friend next door.
“He came back around 10.30pm. He’d left the door slightly open and they put the gun around the door. He was shot three times and fell to the floor just inside his house
“His mother ran to him and said Qwasi ‘why has this happened? Have you done anything to anyone?’ He said:
‘Mum I haven’t done anything to anyone…I don’t like trouble.”
“She did what she could to try to help him before the ambulance arrived. She was distraught, she felt helpless and hopeless. She was still clearly in shock when I saw her.
“None of us know why this has happened, it’s a complete mystery. He was a good boy, he worked hard and studied hard and wanted to be a success.
“I’ve known him since he was six years old and he was like family to me.
“He would talk to me about things. It seems impossible he had a double life we didn’t know about that someone would want to do this to him.”
Mr. Owusu had hoped to study a masters in accountancy.
He worked at Mr Amiah’s firm, which couriers containers and packages to Ghana, and played African and Caribbean music at private parties and weddings under the name DJ Skillzy.
He was born in the UK and was the only child of his parents who moved from Ghana to the UK before his birth.
Detectives from the Homicide and Major Crime Command have launched a murder inquiry. No arrests have been made.
A Scotland Yard spokesman said: “Police were called by the London Ambulance Service at 10.45pm on Wednesday to reports of a shooting in Tynsdale Road.
“Local officers and firearms officers attended the location and found a man in his 20s with gunshot injuries. He was pronounced dead at the scene.”—Standard.co.uk

The cast includes Eddie Watson, Evelyn Addo, John Dumelo, Michelle McKinney Hammond, Kalsoume Sinare, Alexander Osei and Pascal Amanfo.
‘If God be for us’ revolves around a young man, Johnson (Eddie Watson), who is known to eschew corruption. He is married to Nancy (Evelyn Addo) who is the daughter of former Supreme Court judge Mrs. Anuzia (Kalsoume Sinare).
Things go awry when Johnson is charged for the murder of his wife and his best friend (John Dumelo) has to come in to save him.

Cristiano Ronaldo signs new five-year contract

Cristiano Ronaldo said he can continue playing for another 10 years after signing a new deal at Real Madrid.

The 31-year-old’s deal was set to end in June 2018 but his new contract extension will see him remain with the club until June 2021.

The Portuguese added the new contract would not be the last deal he signs as he wants to finish his career at Real.

“What I most want is to continue enjoying the years I have left to play. I still have 10 years,” he said.

And while the Portuguese wants to end his career at the Bernabeu, he admitted: “No one knows what the future holds.”

Ronaldo, who has scored 371 goals since joining the club from Manchester United in 2009, added: “I’m going to be here for another five years, but let it be known this will not be my last contract.

“I have said many times that I carry this club in my heart, it is part of me and it is a special time in my life.

“Of course I would like to end my career at this club, this is my penultimate contract, I want to be here for many years to come.

“I want to continue re-writing history at this club.”

It has been reported his weekly wage will remain at around £365,000.

Real Madrid president Florentino Perez said: “We want to be together for many years to come.”

Vybrant Faya’s burial on Nov 26

Late Dancehall act, Emmanuel Kojo Quayeson, who was known in showbiz as Vybrant Faya, will be buried on November 26. 
The family of the late musician disclosed in a statement copied to Myjoyonline.com yesterday that the final funeral rites will kick-off on Friday, November 25.
Vybrant Faya passed away at the 37 Military Hospital in Accra after being involved in a motor accident near the Accra Mall on Sunday, October 23.
He was 29.
Head of the late musician’s family, Mr. David Victor Nana Bossman, disclosed that all funeral activities would take place at Tema Community 2 Aggrey Park and The Tema Community 2 Roman Catholic Church.
Activities for his burial will kick-off with a wake on Friday, November 25 at Aggrey Park, Tema Community 2.
Burial service will take place at the Roman Catholic Church, Community 2 Tema, on Saturday, November 26.
Family, friends and loved ones of the late Dancehall act will gather at Aggrey Park, Tema Community 2 for a thanksgiving service on Sunday, November 27.
Vybrant Faya was well known for his popular song ‘Mampi’ which earned him two nominations at the 2015 edition of the Ghana Music Awards.

The lawyer for the People’s National Congress (PNC), Dr. Raymond Atuguba, has said the Electoral Commission (EC) is being unreasonable with the announcement of new errors in the nomination forms of some previously disqualified presidential aspirants.
According to Dr. Atuguba, the EC has no basis for creating a new set of nomination form errors for the various parties to deal with.
Speaking on the Citi Breakfast Show, he indicated that if some parties took the matter to court, like the National Democratic Party (NDP) has threatened, the Supreme Court is likely to pass judgement against the EC.The NDP revealed that, the EC detected 33 new errors on the nomination forms of its presidential aspirant, Nana Konadu Agyeman Rawlings.
The Commission also announced new errors  for on the forms of the Progressive People’s Party’s (PPP), Dr. Papa Kwesi Nduom, hours after the Supreme Court ordered it to allow the 13 disqualified presidential aspirants to correct the errors on their nomination forms by extending the nomination period.
EC shouldn’t have mentioned new errors
Following these developments, Dr. Atuguba opined that “the way in which the court will decide this matter if it came before it was to say that: is it reasonable for the Electoral Commission to create new categories of corrections” The answer there would be no. It is not reasonable for the Electoral Commission to create completely new categories for correction.”
Dr. Atuguba stated that, the reasonable course of action for the EC, is “to stay within the existing categories it had previously pointed out, and to extend the details for those categories.”
He explained further that, “if you create new categories, in other words, you are bringing to the attention of the aspirants completely new matters that were not previously pointed out to them, and which the Supreme Court did not consider in making its judgment, then my calculation is that, the court should strike that down.”

Jamaican sprinter, Usain Bolt, is all set to race in Australia for the first time when he takes on track in the inaugural Nitro Athletics competition in Melbourne in February.

Bolt, the nine-time Olympic champion, will not only compete but also lead the ‘Bolt All-Stars’ in the innovative team athletics event next year.
“This will be track and field as it’s never been seen before and that’s why I’m involved, not only as a competitor, but also as a team captain,” Bolt, who was attending the event’s official launch, was quoted as saying by Sport24.
The 30-year-old, who announced that he would retire from the sport after 2017 World championships in London, believes Nitro Athletics would provide a fresh way to present the sport.
“Nitro Athletics is what track and field needs, a fresh way to present the sport,” said Bolt, who recently created an unprecedented record, a triple treble by bagging gold in 100 metres, 200m and 4x100m relay for the third successive Olympic Games in Rio de Janeiro.
The inaugural edition of the event will take place at Melbourne’s Lakeside Stadium on February 4, 9 and 11, involving six teams of 24 athletes, split equally between men and women.
The event will also include other non-traditional events like middle-distance and hurdles relays in a bid to broaden athletics’ appeal.

Chief Executive Officer (CEO) of MTN Ghana, Mr. Ebenezer Asante, has been adjudged the CEO of the year within MTN Group, as voted for by the company’s senior leadership.
A statement signed by Corporate Services Executive of MTN Ghana, Mrs. Cynthia Lumor, and copied to Today, said this was announced at the MTN Group Leadership Gathering held in South Africa.
It involved senior management from operating companies in the 22 different companies that make up the MTN Group.
CEOs of the various operating companies and MTN Group leadership voted Mr. Asante as the CEO, who best displayed the MTN Global Leader Profile.
The statement said the MTN Global Leader was one who was focused on the Big Picture and therefore provided vision and strategy, demonstrates problem solving capability and delivers value.
“He is an emotionally intelligent person who drives culture and change, builds stakeholder relationships and achieves both financial and non-financial results.
“He is also an exceptional leader who understands self, is emotionally matured, shows humility and compassion, exemplifies ethics and integrity and communicates effectively,” the statement added.
According to the statement, Mr. Asante in his remarks after receiving the award expressed appreciation to his fellow leaders and the MTN Group for the recognition and the bigger challenge thrown at him to excel in his duties.
“I am grateful to MTN for the opportunity it gave me to serve in Rwanda and Ghana as CEO and also inculcating its values of Leadership, Innovation, Relationship, Integrity and Can-Do which have helped me to reach this level of my career,” he said.
“I also appreciate the Executive Committee and all staff in MTN Ghana who bought into the vision I shared for the Ghana Opco and have therefore supported with various implementation strategies to help MTN Ghana maintain its leadership in mobile voice, data and Mobile Money in Ghana’s telecoms market,” he said.
Mr. Asante was appointed MTN Ghana CEO in July 2015 as the first Ghanaian to occupy the position.
He is described as the Chief Customer Champion of MTN and has a passion for ensuring that customers have the best experience on the network.
He is also a trade expert, business strategist and leadership coach.
In September 2013, he was appointed CEO of MTN Rwanda where he served for approximately two years.
During his tenure as CEO, Mr. Asante led the MTN Rwanda Team to a vision of Inclusive Digital Society in Rwanda that spurred individual and national development.
Mr. Asante joined MTN in 2008 as Sales and Distribution (S&D) Executive for MTN Ghana and is credited for the organisation of wide sales and distribution strategy and execution that resulted in the organisation’s viability and sustainability.
He is also credited for bringing about dramatic expansion of the sales force of MTN.
He introduced Connect shops and was instrumental in establishing a corporate business unit.
It was during his tenure as S&D Executive that MTN Ghana’s subscribers grew from 3.9 million in January 2008 to 12 million in 2013.
He led the MTN Ghana team to bid for and win the 800 MHz spectrum for 4G LTE which was auctioned by the National Communication Authority in 2015, making MTN Ghana the first mobile network operator to operate 4G services in Ghana.
The Group Leadership Gathering is an annual event which sees the 300 most senior leaders from across MTN’s footprint come together to align on the company’s strategic priorities for the future.

External Affairs and Legal Director at Vodafone Ghana, Gayheart Mensah, has been named as the best PR Personality of the Year 2015, according to the Institute of Public Relations (IPR). 
In a statement copied to Today it indicated that the IPR recognised the strategic and concerted approach to Public Relations that has consistently become the hallmark of Gayheart Mensah throughout a career that spans over 20 years.
According to the statement, Gayheart has practised Public Relations across four different industries – the Fast Moving Consumer Goods (FMCG) sector, Banking and Finance, Oil and Gas and Telecommunications.
“His innovation and dynamism continue to position Vodafone as a thought-leader and admired brand in the telecommunications industry across the country,” it stated.
Additionally, the statement stressed that Gayheart is a sought-after speaker on Public Relations themes and has, in the year under reference, shared ideas on various PR topics at the Philanthropy Forum, the Annual Conference of the Chartered Institute of Marketing Ghana (CIMG) and fora of the African Centre for Energy Policy (ACEP).

Airtel Ghana’s CEO, Lucy Quist, has encouraged pupils of La Wireless Cluster of Schools, who have signed up to learn coding and programming to use the knowledge and skills garnered to solve challenges in their communities.
She said this at the launch of a coding club for the school under the company’s Evolve with STEM initiative in partnership with the Ghana Code Club.
Thirty pupils from the school who have signed up for the club were being introduced to coding for the first time. They were taken through examples of technology solutions birthed through coding and programming.
Sharing her thoughts on the importance of introducing young people to STEM, Lucy Quist said “Empowering young people through STEM is one of the surest ways to guarantee a better future for them, our country and continent. STEM inspires curiosity in young people and empowers them to be problem solvers and innovators. These skill sets are critical for success in any profession.
At Airtel, we believe in empowering young people to fully realize their potential. This initiative, as part of our wider CSR programme, continues to shape minds and build the confidence of our future leaders to think outside the box and to question the status quo”.
She shared examples of young Ghanaians who have developed solutions, through coding, to solve the challenges that confront the country. She made references to Car Care, Bisa and Passco, all of which are mobile based applications.
She encouraged the pupils to believe in themselves and take inspiration from these examples as they progress in their coding and programming course.
The coding session was led by Ms. Ernestina Appiah from Ghana Code Club, a non-profit organization committed to exposing all elementary school kids especially girls to computer science activities in Ghana.
Children between the ages of 8-16 gain basic computing skills while learning to make their own games, animations and build their own websites.

Airtel Ghana recently commissioned a multipurpose state of the art Library and ICT centre which will be used for the coding and programming lessons for the La Wireless Cluster of Schools. The facility was sponsored under the company’s ‘School Adoption Programme.
In September 2016 the Centre for CSR West Africa recognized Lucy Quist for her dedication, commitment and leadership in driving an integrated and strategic CSR agenda for Airtel Ghana.
Airtel Ghana has won multiple awards for its CSR programme including recently being adjudged the ‘Best Corporate Social Responsibility Initiative’ at the Africa Carrier Awards held in Kampala, Uganda during the annual Capacity Conference.

Presidential candidate of the New Patriotic Party, Nana Addo Dankwa Akufo-Addo, has revealed he is a big fan of the self-acclaimed Ghanaian dancehall artiste, Shatta Wale, whose hit track, Mahama Paper, has become a key campaign song of the National Democratic Congress.
At a mammoth rally Sunday afternoon at the Accra International Trade Fair Centre, Nana Akufo-Addo was ushered to the stage with another hit song of the artiste, Kakai.
On Monday, Shatta Wale who was apparently surprised, tweeted that he did not know the three-time presidential candidate of the NPP is a big fan of his. “I never knew Nana Akufo [Addo] was a great fan …U deh come like kakai ampa …This year’s politics is called shattatics,” he tweeted.
The tweet caught the attention of Nana Akufo-Addo who also responded to Shatta Wale, saying “YES! I’m a big fan,” which was accompanied with a thumbs-up emoji.

EC identifies new errors on Nduom, Ayariga, others forms

It seems the desire of the flagbearer of the Progressive People’s Party (PPP), Dr Papa Kwesi Nduom, to be on the ballot paper for this year’s elections may be a far-fetched dream as the Electoral Commission (EC) has identified new errors on his nomination forms.
The Supreme Court on Monday directed the Commission to give all the disqualified presidential aspirants in this year’s polls the opportunity to correct the mistakes on their nomination forms by close of work today.
Dr Nduom was disqualified by the Commission on the grounds that he had failed to provide the required number of endorsements to see his nomination through.
Again, the EC said, one Richard Aseda who endorsed Dr Nduom did double endorsement, first in the Central Region and then in the Volta Region.
However, following the Supreme Court’s directive, the EC in a letter to the PPP alluded that there were more than one error on Dr Nduom’s nomination form.
It said, “Please find attached a list of other concerns and discrepancies found on your nomination form within the extended nomination period. These include signatures which do not tally across copies of your form.”
The EC in its letter also asked the PPP to bring before it Mr. Richard Aseda, who is said to have subscribed to the party’s flagbearer’s forms in two different districts.
“Kindly take the requisite steps to procure the attendance of Mr. Richard Aseda (who is listed as a subscriber on pages 21 and 39 of your nomination) at the head office of the Commission, prior to the close of nomination, to confirm that he actually subscribed to your forms and the district in which he is subscribed,” the letter stated.
The EC also wrote letters to the other 11 disqualified parties, pointing out the various errors in their nomination forms, reminding them of the guidelines for the filing of the nomination forms.
For the People’s National Convention (PNC), the Commission identified 303 new errors on the flagbearer’s nomination forms, 95 new errors on the All People’s Congress’ (APC) nomination forms and 33 new errors on the forms of the National Democratic Party (NDP).
